Steve joined the Royal Air Force (RAF) in 1975 and trained as a navigator. He spent the next 30 years mostly in fighter operations and was a Tornado F3 squadron commander. In Steve’s last RAF role he was responsible for RAF operational test and evaluation, including the Joint UAV evaluation unit.

From 2006 to 2014, as a civilian, Steve managed the Introduction into Service programme to upgrade or replace every aircraft and supporting system in the RNZAF operational fleet.

In July 2014, Steve became Director of the New Southern Sky (NSS) programme at the CAA. NSS is a collaborative programme across a wide spectrum of stakeholders, technologies and capabilities that is delivering validated safety, environmental, economic and social benefits to New Zealand.

In August 2021 Steve took up his new role as the CAA’s Director of Emerging Technologies.
