NZ Transport Agency Waka Kotahi (NZTA) is a government agency responsible for promoting safe and functional transport by land. NZTA has responsibility for driver and vehicle licensing, administering the New Zealand state highway network and setting standards for design and implementation of transport infrastructure (including technology).
The current focus for NZTA can be found in the National Land Transport Programme (NLTP), a three-year programme that sets out how NZTA, working with its partners, plans to invest the National Land Transport Fund (NLTF) to create a safer, more accessible, better connected and more resilient land transport system that keeps New Zealand moving.
Activities in the NLTP reflect priorities outlined in the Government Policy Statement on land transport (GPS) which is developed by the Ministry of Transport Te Manatu Waka. The GPS sets out the Government’s strategic direction for the land transport system and guides how we invest the National Land Transport Fund (NLTF).
Waka Kotahi is a term in Te Reo, a Polynesian language of the Maori people, it means ‘one vessel’ and conveying the concept of “travelling together as one”.
