This session is an opportunity for ITS New Zealand members to learn and to engage in shaping and supporting the work of the commission. Attendees will gain an understanding of key infrastructure priorities and upcoming transport projects where ITS solutions will be a valuable component.
The New Zealand Infrastructure Commission will provide an update on the development of the National Infrastructure Plan, along with insights into the Infrastructure Priorities Programme and the Infrastructure Pipeline in relation to Transport Sector Investment.
About the Te Waihanga, the New Zealand Infrastructure Commission and National Infrastructure Plan
The New Zealand Infrastructure Commission provides strategic, independent advice on the long-term needs for New Zealand’s infrastructure every five years. This advice is delivered to the Minister for Infrastructure, and the Government must develop its response. In mid-2025 a draft National Infrastructure Plan will be presented to the Minister and published for feedback. A final National Infrastructure Plan will be delivered to the Government in December 2025. This plan will help guide decision-making by central and local governments and give the infrastructure industry more confidence to invest in the people, technology and equipment they need to build more efficiently.
The total projected transport infrastructure spending over the next 10 years is $70.9 billion, or 62% of spending across all sectors.
This event is hosted by ITS New Zealand will provide an opportunity for attendees to ask questions. The presentation will be followed by networking.

Andy Hagan has worked in the public sector for nearly 20 years in a range of infrastructure policy and funding and financing roles, including as a member of the Executive Leadership Team at New Zealand Treasury. Prior to joining Te Waihanga, Andy was Director at project advisory consultancy HKA.
