    Scott has 25 years’ experience in transport policy and regulation, much of the time specialising in road pricing. At CDM Smith he has been advising the New Zealand and Australian Governments on road user charging policy, and most recently has been advising the US Federal Highways Administration on development of a national RUC pilot. He is also advising the US State of Hawaii on RUC implementation and has advised multiple US states on RUC pilots, as well as advising Auckland Transport/MoT on time of use charging. Before CDM Smith, he worked in London for Booz Allen Hamilton/LeighFisher advising clients in the UK, US, Ireland, Middle East, Hong Kong and the European Union on road user charging policy, and before that was a public servant at the Ministry of Transport.
